National Scientific Conference on mechanisms and policies to generate capital resources for the southern key economic region

BUH General Administration Office - On September 28, 2018, Banking University of Ho Chi Minh City (BUH) co-ordinated with the People's Committee of Binh Duong Province, the Permanent Office of the Communist Review Journal in Southern Viet Nam and the Ho Chi Minh City Institute for Development Studies to organize the National Scientific Conference with the theme: "Mechanisms and policies to generate capital resources for developing the southern key economic regions." The event is within the framework of implementing the Socio-Economic Development Research Project in the Southern Key Economic Zone in accordance with Decision No. 330 / QD-UBND.

The General Chairs of the conference included Mr. Tran Thanh Liem, Vice Chairman of Binh Duong People's Committee; Assoc. Prof. Dr. Nguyen Duc Trung, BUH Vice Rector; Dr. Tran Anh Tuan, Acting Director of Ho Chi Minh City Institute for Development Studies. Other conference participants were Assoc. Prof. Dr. Phuoc Minh Hiep - Head of the Permanent Office of the Communist Review Journal in Southern Viet Nam; leaders of provinces in the southern key economic region; representatives of the regional Planning and Investment, Finance, Science and Technology departments, Binh Duong People's Committee Office, Binh Duong Smart City Office and other scientists, managers and entrepreneurs.

In his opening remarks, Assoc. Prof. Dr. Nguyen Duc Trung, Vice Rector of BUH contended that currently research into mechanisms and policies to generate capital resources for the southern key economic region has theoretical and practical significance to turn this region into a locomotive for the economic development of Vietnam. In accordance with Decision No. 252 / QD-TTg dated February 13, 2014 of the Vietnamese Prime Minister, this economic region (including Ho Chi Minh City, Binh Phuoc, Tay Ninh, Binh Duong, Dong Nai, Ba Ria-Vung Tau, Long An, and Tien Giang provinces) is supposedly the nation's leading economic growth engines. This area plays the role of bridging the Mekong Delta region and the Central Highlands of Vietnam. This region is always a pioneer in integrating and cooperating effectively with countries in Southeast Asia and the world, with HCM City being the nucleus of the region and also  a finance, trade, tourism, and international exchange hub in Southeast Asia. Through the conference, recommendations on how to attract investors to the region had been proposed based on an in-depth analysis of  theoretical and practical issues.

Throughout the conference, many empirical research findings had been presented and debated by scientists, experts, managers, and entrepreneurs on a variety of topics: methods to attract investment capital to the southern key economic region, proposals on mechanisms and policies to create resources for the southern key economic region; smart city strategies for Binh Duong province; financial resources from Ho Chi Minh City's land; connecting value chains to create regional added value: a research at Becamex and some corporations in Vietnam, to name but a few.

The conference was very successful because it shed new light on how capital resources for developing the southern key economic region could be generated. It had received many well-written  articles, among which 55 were published in the proceedings to then reach  leaders of the southern key economic region including Ho Chi Minh City, Binh Phuoc, Tay Ninh, Binh Duong, Dong Nai, Ba Ria-Vung Tau, Long An and Tien Giang provinces as well as National Assembly members and all conference participants. The articles published in the proceedings provided an in-depth and comprehensive analysis of those pressing needs in the region and were vital to the conference success.
